Abstract :The European Economic Community, which was established by six Western European countries in 1957, has successfully turned into a monetary union, following the achievement of a common market. Today, the European Union with fifteen members, is trying to go beyond economic integration by forming a common security and defence policy. In order to become an influential actor in international relations, the Union has decided to develop its own military capabilities. Turkey, as a candidate for Union membership, has been deeply interested in the European Security and Defence Policy. This article will deal with the process of building a security and defence policy in Europe, the problems that are related to it, and Turkey’s attitude towards these developmentsKeywords : European Union EU, Common Foreign and Security Policy CFSP, European Security and Defence Identity ESDI, European Security and Defence Policy ESDP, NATO.
