Abstract :ÖZET : Son yıllarda, teknik ve ekonomik yönden barajlara oranla daha basit ve daha ucuz olduğundan göletler daha çok tercih edilmektedir. Böylece daha kısa sürede sulamaya geçilebilmektedir. Bu çalışma Erzurum ilinde yapılan sulama amaçlı göletlerin durumu ve yeterliliklerini göstermek, sorunları saptamak ve çözüm yollarını araştırmak amacıyla yapılmıştır. Araştırma materyali olarak seçilen Palandöken ve Porsuk göletleri Devlet Su işleri, 23 Temmuz Göleti ise Köy Hizmetleri tarafından yapılmıştır. Araştırmada elde edilen sonuçlar ve öneriler aşağıdaki şekilde özetlenebilir: }. Erzurum ili topoğrafık ve jeolojik özellikleri bakımından gölet yapımına çok elverişli alanlara sahiptir. 2. Palandöken ve Porsuk göleti rezervuar su kapasiteleri yeterli olmasına karşın, 23 Temmuz Göleti rezervuar su kapasitesi planlamada öngörülen sulama alam için yeterli değildir. 3. Porsuk Göleti dışında sulama şebekelerinin yeterli olmadığı görülmüştür. 4. Sulama şebekesinin fonksiyonunu sürekli yapabilecek durumda olmasını sağlamak için, aksaklığın meydana gelmesini beklemeden bakım faaliyetlerinin aksatılmadan yapılması gerekir. 5. Su dağıtımı konusundaki sorunların temelinde sulama organizasyonunun tam olarak yapılamaması yatmaktadır. 6. Kanallarda biriken sürüntü malzemesi sulama şebekelerinde saptanan önemli sorunlardan biridir. 7. Kanalların içerisinde ve çevresinde oluşan yabancı otlar, gerek su akışını yavaşlatarak, gerekse suyun miktarım azaltarak sulamanın verimini düşürmektedir. 8. Araştırma alanında karık ve adi salma yöntemine göre sulama yapıldığı gözlenmiştir. 9. Bu çalışmanın yürütülmesi için yapılan görüşme ve anket sonucu, çiftçilerin sulama konusunda yeterince bilgili olmadığı görülmüştür. A STUDY ON THE EXISTING CONDITIONS, PROBLEMS AND SOLUTION OF THE SMALL DAMS IN ERZURUM PROVİNCE SUMMARY : in recent years, small dams have been prefered to dams in view ofbeing simpler and cheaper asfor technîcal and economical advantages. Thus, irrigation becames available in shorter term. The objective of t his stııdy is to examine three of the irrigation small dams in Erzurum Province to determine their use, problems andpossible solutions the these problems. T'tvo of the three small dams namely Porsuk and Palandöken vvere built by DSİ (State Water Works) whereas 23 Temmuz was built by Köy Hizmetleri (Department ofRııral Services). The fındings and conclusions of this study can be summartzed as follows : 1. T here are suitable areas in Erzurum Province for more small dams. 2. Palandöken and Porsuk dams are sufficient in term of their reservoir capacity for the designated area to be irrigated whereas 23 Temmuz dam is not sufficient in that respect. 3. İrrigation canals for the dams expectfor the Porsuk dame have not been completed, it is self-evident thot without these canals, an ejfıcient irrigation can not be realized. 4. Operation and maintenance activities must be carried out in a careful manner so as to prevent evoidable interruptions in irrigation. 5. The crux of the problem related to irrigation seems to be the lack of an effective organizatiorı. This problem may be overcome by establlshing a union that will be responsible for the arrangement of an effective irrigation in the area. 6. The canals must be cleaned up periodically to remove the malerialpiled up by time. 7. Weed must also been removed in the areas close to the canals. 8. Surge furrow irrigation system must be used instead of furrow and wild flooding system, surge furrow system reguİres less water and can be applied in a short-time. 9. It has been determined thaı the îack of edequate aducation on the part of the farmers is o ne of the main reason why the farmers can not make us e of the available water resourses ejficiently. Therefore, training programs for the farmers must be organized.Keywords :
