Abstract :ÖZET Mondros Mütarekesi'nin uygulanmasıyla birlikte Osmanlı Devleti bir Elviye-i Selase sorunuyla karşı karşıya kalmıştır. ıngilizler Kafkasya'daki çıkarları sebebiyle adı geçen bölgenin Osmanlı Devleti'nde kalmasını istemiyorlardı. Bu yüzden mütarekenin yürürlOge girmesinin hemen ardından bölgeyi Osmanlı Devleti'nden koparmaya çalıştılar. Osmanlı hükümetlerinin bölgeye yönelik politikalarını iki dönemde incelemek gerekir. Birinci dönem.30 Ekim 1918 - 13 Ocak 1919 arasını kapsamaktadır ki, bu dönem mütareke hükümlerine sıkı sıkıya baglı kalınarak, uygulamaların sessizce kabullenilmesi olarak tarif edilebilir. Ikinci dönem ise 13 Nisan 1919 - 16 Mart 1920 arasını kapsamaktadır. Bu dönem bölgenin Gürcüler ve Ermeniler arasında paylaştırınasına ve bölgede yaşanan olaylara karşı ortaya çıkan tepkiyi içermektedir. ABSTRACT After the application of Mondros Armistice, Ottoman State faced the problem ofElviye-i Seıase (Three Provinces). Britain did not want the eaueasus to remain in the hand of Otoman State due to their interest in the region. Therefore, just after the enforeernent of Armistiee, they tried to separate the region from Otoman State. it is necessary to examine the politicies of Ottornan State towards the region in two phases. The first phase cavers the period between 30 October 1918 and 13 January 1919. this period ean be defined as a period in which the articles pf Mondros Armistiee would be enforced silently without any concession. The second phase continued from 13 apri11919 to 16 March 1920. This period includes the reaction which occurred between Anrnenia and Georgia in terms of the sharing of the region as well as of the confiicts that took pIace in the region.Keywords :
