Abstract :The Republic of Cyprus accepted both Turkish Cypriots and Greek Cypriots as the co - founders. The Republic, founded in 1960, lived only three years. Since December 1963, the Greek Cypriots organized illegal paramilitary attacks against the Turkish Cypriots in order to change radically the existing constitutional structure. New structure would be based on majority (Greeks) and minority (Turks) understanding. To find support to their approaches, the Greeks applied to European Union for full membership. On the other hand until 1974. Turks supported local autonomy concept. After Turkey' s operation, they proposed federal system, and then confederation. Theyare also against the EU membership before finding a lasting solution to the issue. The United Nations since 1964 involved into the issue by deploying peacekeeping forces. At the beginning, the United Nations acting within the framework of good - offices function noted the parties' demands and concerns. But in several cases they put some proposals on the table and the parties rejected them. In 2002 with the encouragement of the United States and the European Union, the UN Secretary - General Kofi Annan submitted another plan.
