Abstract :Although terrorism, which tops the world agenda following the Sept. 11 attacks, is considered mainly Middle East-oriented, it is no secret that it is an issue on a global scale. What is more, this issue is the first of a number of basic problems in Central Asian Republics in the process of a 12- year transition after the Soviet Union was dissolved. In the current stage, it will be useful to take up under two main titles the security issue in the Central Asia region: One of them is related to the "dornestic" threat perception and the other is related to the "foreign" threat perception. One can include common problems, shared on a regional-scale, into domestic threat perceptions. According to this, a young and increasingly growing population in almost all Central Asian countries and in parallel with this unemployment, problematic political and economic atmosphere, which is ready to create serious conflicts, political strains, caused by authoritarian adrninistrations and violation of human rights, ethnic nationalism, tribalism and regionalism issues directly constitute the basic domestic problems of every country. Water issues, border violations, which have turned into unsolved problems and as a result, heroin, nuclear materials, weapon smuggling and radical Islam constitute the domestic problems, commonly shared in the region. In the meantime, the Caspian issue, border violations, which continue to be experienced with Russia and China these countries' imperial approach to the Central Asia region are leading to foreign threat perceptions of Central Asian Republics.Keywords : Central Asia, security issue, terrorism, Russian
