Abstract :One of the unsolved question of the Tanzimat period is whether Fuat Paşa wrote a political testament. It is quite possible that there may never be a definite answer to this question. But the document which is usually entitled \"Fuad Paşa\'s Political Testament\" is interesting and important to the historian of the nineteenth century.
