Abstract :19 th century of Ottoman Empire was a headstone of which its foreign policy in the following years due to it started to grasp the influence and important of diplomacy, henceforth. France, England and Russia, especially, had a big share in foreign policy, in consequence the counted states was a deep impact on the Ottoman Empire’s policies which both abroad and interior, whose each of them was protector of one of the Ottoman minorities, France for Catholics, Russia for Orthodoxies, England for Protestant. So, Ottomans directed to ‘balance policy’ from 19 th century because of insufficiency of its diplomatic power. For this, that is, to provide the policy of balance between strong states of that days, it published the decrees and laws which will give pleasure to mentioned for western states. But it was not possible to gratify the western states for which they desired the disaster of Ottoman Empire. The Wars of 1877-1878, of 1911 and 1914 was a consequence of the policy which it was desired of Ottoman’s disaster.Keywords : Balance policy, diplomacy, foreign policy, Ottoman minority, protector
