Abstract :In this article, it is argued that whether local authorities need really to be reformed or not, and if tlıey need, the priciples and the directions of the need for reform will be tried to be introduced. This matter will be researched from the point of view of globalizational efforts affecting Turkey as well as the whole world, and of the developments in local authority sphere on the one hand, and from the point of view of the reasons specifıc to our country such as the existing administrative structure of the State and the local problems on the other hand.
