Abstract :Many attempts taken today to improve civil service system (reduction of personnel, etc.). Nevertheless a lot of unresolved issues remain on the surface, such as: low professional competency of civil servants and inefficient management system. A research of the international best practices has been made in an attempt to identify and apply the most suitable ones in the Kyrgyz Republic.
