Examining the Organization of Turkic States: A Teacher and Norm-Creator

Abstract :The Organization of Turkic States (OTS) is evaluated in this article by means of a social constructivist approach. Social constructivism emphasizes the roles of international organizations in norm-emergence, norm-creation and standard-setting. The new norms that international organizations initiate can shape, change and regulate the behaviors of states. As Martha Finnemore states international organizations may act as teachers. They can persuade states to adopt cooperative behavior, accept the culture of the organization and internalize the organization’s values. International organizations can thus be seen as essential vehicles for the socialization of states. States may become more eager to rearrange their foreign policy decisions in response to the socially constructed norms held by international organizations. This article will examine the role of the OTS as an agent and a principal in the new regionalization process.Keywords : Organization of Turkic States, social constructivism, international organizations, norm-creation, regionalization
