Abstract :Role and competence concepts complement each other in the field of educational supervision. Although the role areas and competences of the training inspectors are determined separately, the co-determination of the competencies involved in the role is crucial in achieving the objectives of the audit and guidance activities implemented. In this research, it was aimed to develop a valid and reliable scale to determine the competencies of the maarif inspectors. The sample of the research is constituted by 196 maarif inspectors working under the presidency of Istanbul and Bursa province inspectors between 2013-2015. First, for each factor, exploratory factor analysis was applied for factor pairs and lastly for all factors with the data obtained in the research process. The values achieved show that the seven factors that are theoretically supported do not open up. Confirmatory factor analysis was applied for each factor and then for the seven factor structure. Confirm that the data arriving at the DFA result is seven factors. In addition, the validity of the factors has been examined and it has been reached that the validity of the discrimination is above the acceptable values. The reliability of subscales of the scale was found to be reliable over the threshold value. Lastly, exploratory, confirmatory factor analysis and measurement invariance were calculated with the sub-samples selected among the participants of the study. Within the scope of this research, a valid and reliable 64-item "Role Field Qualifications Scale of Educational Inspectors" consisting of managerial, leadership, teaching, guidance, research expertise, inquiry judge and mentor dimension was developed.Keywords : Education supervisors, roles, competence, scale, validity, reliability
